Philosophy is noting more than a school of thought. It's necessary for one to develop their own style to be successful. The guidelines here are based on the advice offered by many other webmasters and my own trial and error learning experience.
The WEB programming language is not a word processing or desktop publishing tool. The sooner you come to grips with this fact, the faster you will become an effective webmaster. Here some reasons why:

Nobody owns the web and therefore standards are rather difficult to enforce.

No browsers show a page quite the same way.

Enables you to build large applications with many sections and pages.

Even if everyone where to use the same browser, not everyone would have the same resolution as you.
